Lieutenant Jefferson Turck, a naval officer in the Pan-American Federation, recounts his extraordinary journey beyond the forbidden lines of 30°W and 175°W, a boundary established after the Great War to separate the civilized West from the devastated East. While patrolling in his submarine, the Coldwater, Turck is forced to cross the barrier when a storm disables the vessel's gravity generators. He crash-lands in a ruined London, where he is captured by a primitive tribe worshipping lions. Facing execution, he is miraculously saved by Victory, the Queen of England, who has been raised in isolation and raised by the tribe. Together, they escape the collapsing city and the savage hordes, only to be intercepted by a disciplined Chinese army. Turck is taken to the court of the Chinese Emperor, who reveals a shocking truth: Europe has been abandoned for two centuries following the devastation of the Great War. The conflict left the continent in ruins, leading to a regression into barbarism and savagery. The Emperor, ruling over a vast empire that includes Asia and the Pacific, plans to reclaim and regenerate Europe, viewing it as a noble mission to lift fallen peoples from their degradation. Turck returns to Pan-America as a celebrated hero, where his story is finally revealed to the world. He marries Victory and prepares to lead an expedition to liberate England from its barbaric state. The narrative concludes with the union of the enlightened powers of the East and West, poised to restore civilization to a chastened and forgiven Europe, marking the beginning of a new epoch for humanity.
